South Africa short-term and unsecured loan decision template

Build and run an automated credit decision in lending software for an online or app loan to a South African consumer. Each stage shows the rule it rests on, and numeric rules are decision table cells to copy into the decision.

Stages of the credit decision

The stages run in this order inside one decision. Each outcome keeps its reason.

Using the template

This template reads the National Credit Act, its regulations, FICA and POPIA for building one decision. The lender’s legal team should check it against the current text before use.

Identity checks, the quotation and records sit around the decision as parts of the lender’s process. The tables cover the rules applied by the decision itself.

Use the NCA affordability calculator for one consumer’s expense norms, read the article on building the same calculation as a decision, and see the payroll or developmental loan template.

See the store credit decision template.

Questions we get asked

What counts as short-term credit under the NCA?

Short-term credit is at most R8,000, repaid within six months. Anything larger or longer is an unsecured credit transaction.

Can a consumer under debt review get a loan?

Under s.88(1), a consumer under debt review takes no further credit except a consolidation agreement. The NCR treats credit to a consumer under debt review as reckless, other than a consolidation loan.

Do child support and foster care grants count as income?

The National Consumer Tribunal ruled that child support and foster care grants cannot count as income for a credit application. They are left out of the affordability assessment.

What must a lender tell a consumer when declining an application?

Under s.62, the consumer can request the dominant reason in writing and the bureau’s name if its report drove the decline. POPIA s.71 requires a way to make representations and enough information about the logic.
